Communist China and Environmental Groups Attack US Continental Defense Operations

…we are interested in environmental litigation by U.S.-based 50l(c) organizations against the Department of Defense (Department) and its negative impact on our national security. While some lawsuits represent sincere and justified concerns about the effect of federal actions on the environment, others may be maliciously filed to stop, restrict, delay, or impose additional costs on U.S. military activities.

On June 13, the House Committee on Natural Resources penned a letter to Defense Secretary, General James Mattis asking for his department to to look into the involvement of hostile foreign entities in domestic environmentalist activism and policy formulation. Referring to this form of foreign attempts to create U.S. policy as “lawfare,” the Committee cites evidence that American environmental special interests, including the Natural Resources Defense Council and Center for Biological Diversity, are doing the bidding of China, a key economic and military adversary.

The body of the letter to Mattis follows (emphasis added):

Dear Secretary Mattis:

The Committee on Natural Resources is continuing its oversight of the potential manipulation of tax-exempt 501(c) organizations by foreign entities to influence U.S. environmental and natural resources policy to the detriment of our national interests. Specifically, we are interested in environmental litigation by U.S.-based 50l(c) organizations against the Department of Defense (Department) and its negative impact on our national security. While some lawsuits represent sincere and justified concerns about the effect of federal actions on the environment, others may be maliciously filed to stop, restrict, delay, or impose additional costs on U.S. military activities. Military experts define, “[t]he environmental subset of lawfare [as] the use or misuse of environmental-protection laws and legal processes as a substitute for traditional military means to achieve objectives.” Adequate infrastructure and training under real-life conditions for our warfighters is critical to military readiness. Given the emerging concerns about undue foreign influence in the United States, the Committee is investigating how foreign adversaries may use U.S.-based 501(c) organizations as knowing or unknowing proxies to engage in environmental lawfare.

In its push to become a global power, the People’s Republic of China has increased competition within the Asia-Pacific region over territorial disputes and natural resources, thereby creating a heightened risk of conflict. In response , the United States has sought deeper engagement in the Asia-Pacific region to guarantee that “international law and norms [are] respected . . . and that disagreements are resolved peacefully without threats or coercion.” China, however, opposes further United States involvement in the Asia-Pacific region through a combination of “intelligence operations, cyberspace operations, irregular warfare, lawfare, and foreign relations.”

A glimpse into the seriousness of China’s intelligence operations in the United States was recently offered by the arrests of a former Defense Intelligence Agency case officer last week, and a former Central Intelligence Agency case officer earlier this year on charges of spying for China. A recent Chinese cyberspace operation was also disclosed last week, when the media reported that Chinese government hackers gained access to 614 gigabytes of highly classified information on a sensitive weapons project, “as well as signals and sensor data, submarine radio room information relating to cryptographic systems, and the Navy submarine development unit’s electronic warfare library.” These latest acts of espionage are “part of China’s long-running effort to blunt the U.S. advantage in military technology and become the preeminent power in East Asia.”

While China’s intelligence or cyberspace operations are more clearly identified when agents or attacks are uncovered as much as an overt act of irregular warfare, its employment of lawfare is inherently more difficult to detect. Some experts believe that China “masks its political motives behind laudable human-interest or cultural projects, blurring the battle line with its adversaries.” Other recent media reports also note that China’s strategy includes “co opt[ing] American influencers in order to promote China’s narrative.” A logical extension and continuation of these strategies, conceivably includes the use of the American legal system to further erode U.S. military advantage, especially in the Asia-Pacific region.

Permanent military installations in Hawaii, Guam, Japan, and elsewhere are critical to U.S. security commitments in the Asia-Pacific region. Military infrastructure projects and training, however, are no more immune from environmental litigation and review than any other federal actions. Military actions in the Asia-Pacific region have triggered lawsuits by 501(c) organizations seeking to halt or restrict Department activities based on alleged violations of various state and federal environmental and natural resources laws.

For example, the impact on marine life from the U.S. Navy’s use of active sonar and underwater explosives has been the subject of several lawsuits led by the Natural Resources Defense Council (NRDC) dating back to the 1990s. In an information paper provided to the Committee, the Navy stated that environmental litigation has “on various occasions unreasonably restricted Navy training and testing activities and do, on a daily basis, limit the time, place, and types of training and testing activities that Navy is able to conduct.” Active sonar is the most effective means of detecting the ultra-quiet diesel electric submarines deployed by foreign navies, such as China’s People’s Liberation Army Navy. The U.S. Supreme Court determined that there has never been a “documented episode of harm to a marine mammal” caused by naval sonar. Nevertheless, the lower courts continue to rule that active sonar may be a “contributing factor” to the beaching, stranding, and injuring of some marine mammals. These conclusions have led courts to enjoin or severely restrict naval training exercises. Most recently, on June 6, 2018, the NRDC appeared before the California Coastal Commission and successfully petitioned the Commission to reject the Navy’s most recent proposed training plans for exercises off the Southern California coast.

In another example, the U.S. Army previously provided the Committee information highlighting the “extensive efforts at considerable cost [that] have been made to preserve, protect, and out-plant [endangered] species [on O’ahu, Hawaii].” Dating back to 1998, the litigation activist group, Earthjustice, alleged that the Army violated the National Environmental Policy Act (NEPA) and filed suit to prevent planned live-fire exercises at the Makua Military Reservation (Makua) in O’ahu.With the exception of a three-year period following the September 11, 2001 terrorist attacks, repeated lawsuits by Earthjustice have prevented the Army from conducting live-fire exercises at Makua for at least,15 years of the last two decades. Makua was described as a unique “space to allow a company of soldiers to maneuver through the terrain while firing their weapons and experiencing the thunderous impact of artillery and other weapons exploding near them.” The then-25th Infantry Division’s Assistant Commander Brigadier General Karl Eikenberry remarked that “You don’t want to experience that sensation for the first time in combat, with all of the other stress you face.”

In 2003, the Center for Biological Diversity (CBD) led a coalition of environmental groups to legally prevent the relocation of U.S. Marine Corps (USMC) Air Station Futenma in Okinawa, Japan, to a less densely populated area. The plan to relocate the air station was devised upon agreement by the United States and Japan that the current location posed various challenges, including those to the health and safety of Japanese citizens in surrounding areas.

To any of us who have studied and researched the occult, Skull and Bones, Theosophy, Luciferianism, Moloch Worship such as takes place at Bohemian Grove, we know what the "thousand points of light is referring to" as well as the Communitarianism of the Bush Trotskyites.
To fully understand just how masterful the Brotherhood is in seeding men’s minds with illusion and magic, we need only turn to the coded, esoteric speeches of their chief public servant, President George Bush.

Alice Bailey, the Theosophist/Luciferian and co-founder of Lucis Trust and the Arcane School, in her 1957 book The Externalization of the Hierarchy tells us exactly what a Point of Light is. In her book, Discipleship in a New Age, Bailey tells her occult followers to repeat, "I am a point of light within a greater light...I am a spark of sacrificial Fire, focused within the fiery will of (the Sun) God."(1) What these servants of Satan are attempting to do by blending their "points of light" is to usher in the New World Order - the Age of Aquarius.

For years, George Bush has been a primary messenger for the Brotherhood. His messages, though they appear to be full of light, and community volunteerism, convey special meanings which can be understood only by those trained in the black magical arts, alchemy, and ritual. The occult philosophy of this brand of the Masonic Secret Brotherhood teaches of the bright, radiant center within each individual. This bright center reflects the rays of the Great Central Sun, the Masonic deity, and is how man expresses the will to become awake, to become illumined. As Alice Bailey of the Lucis Trust explains in the veiled language so common to the advanced disciples of the secret societies: When light illuminates the minds of men and stirs the secret light within all forms, then the One in Whom we live reveals His hidden secret lighted will. According to the occult teachings of the Illuminati, at the bright center is found energy which, the occult philosophy says, is ‘God energy.’ This energy within, writes Alice Bailey, is ‘a point of focused fire, found in the center which permits radiation to penetrate to other centers and to other lives’. The ‘bright center’ which is the individual god-force radiating out to others is also said to be likened to the sun rays that emanate from the secret societies, or Orders. The individual will be subservient to the state. Where are we now? In the religion aspect…think about it! The other two have been hammered into our heads….now their working on the religious aspect of it. Collectivism is what they seek! This I why you hear so much about being “ONE”.

Albert Pike, the most influential figure in Freemasonry history, openly declared Lucifer to be god.

The theological dogma of Albert Pike is explained in the 'Instructions' issued by him, on July 14, 1889, to the 23 Supreme Councils of the world and have been recorded by A.C. De La Rive in La Femme et l' Enfant dans la Franc-Maconnerie Universelle (page 588) from which book the following is quoted:

"That which we must say to the crowd is – We worship a God, but it is the God that one adores without superstition.

"To you, Sovereign Grand Inspectors General, we say this, that you may repeat it to the Brethren of the 32nd, 31st and 30th degrees – The Masonic religion should be, by all of us initiates of the high degrees, maintained in the purity of the Luciferian doctrine.

"If Lucifer were not God, would Adonay (The God of the Christians) whose deeds prove his cruelty, perfidy, and hatred of man, barbarism and repulsion for science, would Adonay and his priests, calumniate him?

"Yes, Lucifer is God, and unfortunately Adonay is also God. For the eternal law is that there is no light without shade, no beauty without ugliness, no white without black, for the absolute can only exist as two Gods : darkness being necessary to light to serve as its foil as the pedestal is necessary to the statue, and the brake to the locomotive."

It is tragic that so many men, even professed Christians, think that Freemasonry is such a wonderful organization; when in reality their leaders at the 30th degree and higher have sold their souls to Lucifer (Satan) and worship him. Albert Pike's own words tell on Freemasons. Even a casual study on the subject will reveal that Albert Pike is still strongly revered amongst Freemason leadership.

Any minister or religion that is associated with the occult has departed from the faith.

As far back as 1933, Edith Starr Miller wrote:

Many authors have published books on Freemasonry, some printing the rituals, some their personal observations on certain facts, but few of these authors, having themselves passed into occult masonry, the real masonry of the Cabalistic degrees which is in touch with all secret societies, Masonic as well as non-Masonic, have been able to state that Luciferian Occultism controls Freemasonry.

In his book, The New World Order, A. Ralph Epperson states:

The Masons know that they must conceal their horrible secret from the people. That secret is simply the fact that certain of their members worship Lucifer. And that they keep that secret from the overwhelming majority of their own members. And certainly the public is not to know this fact.

OCCULT LEADERS IN GOVERNMENT

Jesus stated in Luke 16:8 that the children of the world (i.e., the unsaved) in His generation were WISER than the children of light (i.e., the saved). Nothing has changed in 2,000 years! While our nation's top leaders faithfully attend Satanic mock human sacrifices at Bohemian Grove annually, woefully ignorant pastors across America continue to promote those same sinister leaders as good people, Christians, and worthy of our unquestioning support. Nothing could be further from the truth. As disciples of Jesus Christ, we are supposed to refute all works of darkness (Ephesians 5:11).

Hitler was a known occultist. George W. Bush Sr. and Jr., Henry Kissinger, Ronald Reagan, and thousands of other top leaders attend the annual demonic Bohemian Grove just north of San Francisco, where a mock human-sacrifice is offered to a 40-foot owl. Former U.S. President Richard Nixon has openly stated that Bohemian Grove is saturated with homosexuals. Every U.S. president since Herbert Hoover has been a member of Bohemian Grove. Bohemian Groveis the tip of the iceberg.

All recent U.S. presidents have been occult Freemasons—including Ronald Reagan, Bill Clinton, George H. Bush, and George W. Bush. Freemasonry's agenda is a New World Order, which means the end of free-speech, Christianity, and freedom. Washington D.C. is saturated with occult symbols. The Freemasons and the Illuminati are hand in glove. The Masonic temple at Alexandria, Virginia is a hotbed center in the Washington D.C. area for Illuminati scholarship and teaching. The Devil inspires the heathen members of occult organizations to do his bidding... "Wherein in time past ye walked according to the course of this world, according to the prince of the power of the air, the spirit that now worketh in the children of disobedience" (Ephesians 2:2).

The Lucis Trust is the Publishing House which prints and disseminates United Nations material. It is a devastating indictment of the New Age and Pagan nature of the UN. Lucis Trust was established in 1922 as the "Lucifer Trust" by Alice Bailey as the publishing company to disseminate the books of Bailey and Blavatsky and the Theosophical Society.

Did you ever stop to think that the Illuminati could have quietly killed President John F. Kennedy with poison or some other silent way? Why did they execute him in high-visibility in front of all the public and cameras?

Edgar Hoover (unquestionable lifelong homosexual and 33rd degree Freemason who for 37-years founded and headed the F.B.I. between 1935 and 1972) who masterminded the illegal technique of spying and collecting dirt on thousands of politicians and other high-ranking officials. It worked like a charm and is the reason why Hoover was able to maintain his position for as long as he did. Hoover was a Luciferian worshipping criminal thug!

Presidents Harry Truman, John F. Kennedy, and Lyndon B. Johnson each considered dismissing Hoover as FBI Director, but all of them ultimately concluded that the political cost of doing so would be too great (Hack, Richard Puppetmaster: The Secret Life of J. Edgar Hoover; 2007; Phoenix Books; ISBN1597775126). Hoover was evil scum, a puppet of the New World Order, sold out to Satan! Hoover blackmailed hundreds of U.S. officials and effectively hi-jacked the U.S. government for Freemasonry.

High-ranking Freemasons are demonic, evil and a bunch of murderous Satan-worshipping trash; but the majority of low-level Freemasons; many who are completely decent and every day people who only sought a fraterity or group to commiserate with are used by the upper echelon and are a front for the organization, good and decent law-abiding men who are not aware and have only joined the organization to gain prestige and the benefits of belonging to the group. Of the low-level Freemasons I have met, they all boasted of their membership in Freemasonry. However, the Bible strongly condemns all such affiliations with unbelievers in 2nd Corinthians 6:14-17. Freemasonry is of the Devil.

POLICE ATTACK KID WITH AUTISM in HIS OWN YARD SUSPECTING DRUG USE as HE BEGGED for HIS MAMA

Graham, TX — Officers with the Graham police department are currently under investigation by the Texas Rangers after they handcuffed a teen with autism and then tasered him outside of his home. Cops reportedly mistook his autism for drug use.

According to police, the incident happened on June 26 when officers were responding to a call about a teenager throwing rocks at a fence. Michael Moore, 19, was the teenager and the fence was his own.

When officers arrived, they did not recognize his behavior as a person with autism. Instead they “investigated” whether he “might be under the influence of a controlled substance,” Graham police Chief Tony Widner said.

Widner said that the teen resisted being placed in handcuffs—as most children with autism would do—so they brought out the taser and began shocking the teen. Only after they had attacked, tasered, and handcuffed the teen did the police realize Moore “might have a mental impairment,” said Widner.

Tracie Moore, the teen’s mom called the incident “outrageous” and was heartbroken to find her son being treated in such a horrific manner, especially considering the town has only 9,000 residents and everyone knows her son.

“I have been a resident my whole life. And Michael has too. This is where he born and raised,” said Tracie.

According to WFAA, the Moore family has met with police several times since the incident, including on Monday afternoon, but Tracie said she is still upset, and no one has apologized for her son’s treatment.

“I was in tears,” she said. “And now I’m angry. I watched the body cam footage. He told them, ‘My mama is inside. Let me get my mama.”‘

Although the body camera footage shows the entire interaction, police are refusing to release it to the public. This is in spite of a Freedom of Information Act Request made by WFAA.

Although police claimed that Moore was running when they arrived, she said her son actually approached officers in an area that is essentially the family’s backyard.

“It really doesn’t take long conversing with him to figure out he has a disability,” said Tracie. “Now, he has a busted blood vessel in his eye. He had scratches and abrasions on both sides of his face.”

Police, however, were apparently untrained in how to identify someone with autism and the only thing that came to their minds was this guy is high. According to police account, Michael was “sweating, breathing heavily, having difficulties focusing and acting paranoid.”

Police even went so far as to force the teen to perform a field sobriety test—for his autism.

When another officer arrived, Michael was so frightened and stressed out that he could not perform the sobriety test “based on his erratic movements, behavior, and statements,” Widner said. One of the officers then tried to put handcuffs on “for everyone’s safety until they could determine what was occurring.”

According to the police news release, after they put one of his hands in the cuffs, the teen then pulled away, “backing into the second officer, and all three went to the ground.”

Police then feared for their lives that Michael may try to use the other end of the handcuffs as a weapon—which he did not—and then they began tasering him.

According to Tracie, who watched the body camera footage, the incident unfolded quite differently.

“They ask him to put his hands behind his back, once again he turns and points to the house and says, ‘I live here, can I get my mama?’” she said. “They grab his arm, put a choke hold on him and throw him to the ground. At that point, the body cameras fall off and all you can see is sky but you can still hear the audio. The first time I saw the video, it was at that point the officer told me, ‘This is where they stunned him twice.’ Up until that point, we had no knowledge of the use of a stun gun.”

As WFAA reports, Tracie says as this was all happening, she was in the front of the house unaware that anything had happened. Finally, after Michael was handcuffed and in a police unit, an officer went to the front door and knocked.

“It could’ve all been avoided,” she said. “We’re just all in complete and sheer utter disbelief this could happen to him.”

“The Graham Police Department feels that it is important that this be investigated and the truth of what occurred revealed,” Widner said in the news release. “At that point, whatever measures deemed necessary will be taken.”

As for why the body camera hasn’t been released, Michael’s grandfather, Gene Williams—who has seen it—says its too damning to the cops.

“The video really is that inflammatory even if you don’t know Michael. They can’t let a jury see it. Legally they could post in on this website right now,” Williams said. “But YOU will never see it. There would be citizens storming City Hall.”

Sadly, police officers mistaking autism for drug use is not an isolated incident. Just last month, TFTP reported on the national outcry surrounding the violent takedown of an autistic boy by Officer David Grossman, and just like the Graham police department is doing, the Buckeye Police Department began conducting damage control. As the world lashed out at the department for mistreating Connor Leibel, an innocent autistic boy, in such a violent and callous manner, the parents simply asked for an apology—one that would never come. And now, because the police refused to apologize, the taxpayers are going to be held liable.

The absolute disgust I feel at this situation is deep. I have friends who are police officers and I can tell you that I am 100% positive that none of them would ever resort to this type of behavior. So, if it isn't the general character of these men, one must ask, who in the hell is training these people?
And another question.... what type of individual resorts to this level of abuse on someone who hasn't harmed anyone else or anyone else's property?

We intend to ask those questions.

In an apparent effort to cause yet another false flag event, under-cover FBI provocateurs, tried to convince then 27 year old Schaeffer Cox, to do a mass shooting in his home town of Fairbanks, Alaska. Schaeffer Cox, a well known 2nd Amendment lobbyist who had won 38% of the vote in a State House election, became the subject of an intense FBI investigation after he angered State and Federal authorities by openly accusing them of drug trafficking and child prostitution. Suspecting foul play by the FBI and local police, and fearing for their lives from Fulton, Schaeffer Cox and his wife went to the military police station on Ft. Wainwright for help. Officers there advised Schaeffer Cox that Federal agents had come into the station and bragged of how they planned to “fix the Schaeffer Cox problem” by “going into his home to take out his kid, then just shoot Schaeffer Cox in the process.” The MP’s gave Schaeffer Cox’s attorney affidavits to this effect and would later testify to the same under oath. At FBI Special Agent Klein’s direction, Fulton made a third attempt to get Schaeffer Cox to do a mass shooting. Fulton did this by issuing a death threat ultimatum and promising to kill Schaeffer Cox himself if he refused the proposal of violence again. Fearing for their lives, the Cox family packed up and headed for Canada. But the FBI sent another undercover provocateur, RJ Olson, after them, court documents say. Olson, a self described “drug wholesaler” working under the supervision of FBI Special Agent Richard Southerland, held the whole Cox family, including a 2 year old boy and a 3 week old baby girl, hostage, against their will in an attic for 21 days after sabotaging their vehicle, then using death threats from Fulton and a made up story about a truck driver to keep them from leaving. “The government does not dispute the fact that the actions of the provocateurs working under the FBI’s supervision did in fact meet the legal definition of 1st degree kidnapping,” said Robert John, the Fairbanks attorney who got all related State charges against Cox thrown out. On March 10th, 2011 Schaeffer Cox was taken from the attic to a deserted industrial lot in Fairbanks where he believed he would meet the “truck driver” Olson had promised. No such truck driver existed. Instead, there was a FBI ambush of out of town agents who did not know Schaeffer Cox was a well respected local political voice with popular support. The Agent’s, who had been instructed to shoot Schaeffer Cox on site if he had a weapon, were not advised by the local FBI case agent of Cox’s repeated statements about being like Ghandi not Rambo. FBI Special Agent Richard Southerland supplied JR Olson with an unregistered, nontraceable pistol and instructed him to “put it in Schaeffer’s lap then get under the truck so there will be some thick metal between you and him when the shooting starts.” The FBI’s plan was interrupted when the owner of the industrial lot happened upon the scene and started asking questions about why men with masks and machine guns were hiding around the corner. FACEBOOK or FASCIST BOOK - FLAGS DECLARATION of INDEPENDENCE as HATE SPEECH - Enough is Enough

Over the last couple of years major social media, news and video platforms have been actively engaged in the censorship of what they believe to be fake news and information. Often spearheaded by third-party review organizations known to have biased views, there have been countless examples of unpopular speech and commentary that has seen its distribution suppressed or outright banned.

While there is most certainly a human element involved in the review and flagging of information, mega Silicon Valley conglomerates have also implemented automated systems to identify potentially hateful and repulsive content.

To give you an idea of the kind of automation in play and what words and ideas are being identified as running contrary to the principles of media aggregators and distributors, consider that Facebook recently banned America’s founding document from being posted.

Since June 24, the Liberty County Vindicator of Liberty County, Texas, has been sharing daily excerpts from the Declaration of Independence in the run up to July Fourth. The idea was to encourage historical literacy among the Vindicator‘s readers.

The first nine such posts of the project went up without incident.

“But part 10,” writes Vindicator managing editor Casey Stinnett, “did not appear. Instead, The Vindicator received a notice from Facebook saying that the post ‘goes against our standards on hate speech.’”

The post in question contained paragraphs 27 through 31 of the Declaration of Independence, the grievance section of the document wherein the put-upon colonists detail all the irreconcilable differences they have with King George III.

Stinnett says that he cannot be sure which exact grievance ran afoul of Facebook’s policy, but he assumes that it’s paragraph 31, which excoriates the King for inciting “domestic insurrections amongst us, and has endeavored to bring on the inhabitants of our frontiers, the merciless Indian Savages.”

The removal of the post was an automated action, and Stinnett sent a “feedback message” to Facebook with the hopes of reaching a human being who could then exempt the Declaration of Independence from its hate speech restrictions.

A federal judge rejected prosecutors’ request Tuesday to reconsider her dismissal of the case against Nevada rancher Cliven Bundy, his two sons and friend Ryan Payne.

U.S. District Judge Gloria M. Navarro dismissed conspiracy charges against the four men on Jan. 8 after finding that prosecutors had acted “with prejudice” throughout the trial, The Oregonian reported. Federal prosecutors violated federal law and failed to share evidence favorable to the defendant’s case with the court.

“The Court’s finding of outrageous government conduct was not in error,” Navarro wrote in her 11-page ruling, obtained by The Oregonian. “On the contrary, a universal sense of justice was violated by the Government’s failure to provide evidence that is potentially exculpatory.”

The prosecutors’ request did not make any new arguments or bring forth any evidence that Navarro had not already considered in her decision to dismiss the case.

“The Court gave somber consideration to the ramifications of its Order and found that it was in the interest of justice to dismiss the case with prejudice,” Navarro wrote. “A motion for reconsideration should not be ‘used to ask the Court to rethink what it has already thought.’”

Prosecutors requested the court grant another trial against the Bundys and Payne, calling the missteps and violations throughout the trial “inadvertent.”

“The Brady violations found by the court are regrettable and benefit no one,” Nevada’s Acting U.S. Attorney Steven Myhre wrote in a legal brief, according to The Oregonian. “But because the government neither flagrantly violated nor recklessly disregarded its obligations, the appropriate remedy for such violations is a new trial.”

WOMAN SHOT BY US BLM OFFICER REPORTED SHOT IN BACK with HANDS UP

An adult female passenger in the off-road vehicle was struck in the head and the hand and transported to a local hospital where she underwent surgery for gunshot wounds. According to witnesses, the female victim was shot from behind with her hands up.

On Sunday, June 10, 2018, at approximately 11:00 PM, Riverside County California Sheriff’s deputies from the Thermal Sheriff’s Station responded to the area of Berdoo Canyon Road east of Dillon Road to assist the Joshua Tree National Park Service and BLM rangers with the investigation into an officer involved shooting in the area.

The Sheriff’s Department’s Central Homicide Unit also responded and assumed command of the investigation.

The Coalition of Western States’ preliminary investigation revealed BLM officers responded to assist Joshua Tree National Park Service Rangers in the remote area of Berdoo Canyon Road east of Dillion Road, with an alleged illegal off-road vehicle operation and failure to yield investigation. It was reported that BLM officer Miller stopped an off-road vehicle and at that time officer Miller allegedly discharged his sidearm. An adult female passenger in the off-road vehicle was struck in the head and the hand and transported to a local hospital where she underwent surgery for gunshot wounds. According to witnesses, the female victim was shot from behind with her hands up. The adult male driver was also detained at the scene. Neither of the victims were charged. It must be noted at this point that off-road vehicle operation is legal in the area in which this incident occurred. No BLM agents were injured during this incident. The victims names will not be released at this time, pending completion of the investigation. BLM Officer Miller has been placed on administrative leave per their Department policy.

In response to the shooting of an American citizen by the Bureau of Land Management, the Coalition of Western States has interviewed local and state level BLM directors and we have spoken directly to Riverside County Sheriff investigators. We have also interviewed the victims at length.

Two legislators familiar with this incident traveled to Washington D.C. and met with department heads from the Department of the Interior. As a result of that meeting, the Bureau of Land Management law enforcement authority is now under review.

This is an active investigation. Additional details will be released as they are available. The Riverside County Sheriff’s Department encourages anyone with information regarding this incident to contact Central Homicide Investigator Moody at (760) 393-3500, or the Thermal Sheriff’s Station.
